Refinancing a DC Apartment Building: What Local Lenders Expect in 2026

A refinance in Washington DC runs on the same two tests as anywhere: a value test and a coverage test, with the lender taking the lower number. What changes in DC is the cap rate that sets the value, and how rent stabilization shapes the income a lender will credit.

The cap rate that sets your DC value

The value test caps your loan at roughly 75 percent of appraised value, and value is your NOI divided by a market cap rate. In DC, that cap rate is not a single posted number.

Across recorded DC sales of 4- to 20-unit buildings from 2024 through July 2026, only 43 of 314 reported an actual cap rate. Where one was reported, the median sat near 6.25 percent, with the middle half between roughly 5.0 and 7.7 percent. Your building’s place in that band depends on its submarket, its condition, and its tenancy.

The spread matters to a refinance. At a 6 percent cap rate, $275,000 of NOI supports about $4.58 million of value. At 7.5 percent, the same income supports about $3.67 million. The appraiser’s cap-rate choice, driven by your submarket and condition, moves your value by nearly a million dollars before the coverage test even runs.

Rent stabilization changes the income a lender will credit

Here is the DC-specific trap. If your units are rent-stabilized and your rents sit below the allowable ceiling, you might assume a lender will underwrite the higher market rent. It will not.

A lender credits the income the building can legally and durably produce. On a rent-stabilized building, that is the allowable rent, not the market rent you could charge if the unit were uncovered. So the below-market gap that looks like upside to you is not loan proceeds to a DC lender. Underwrite your refinance on the allowable number, because the lender will.

This also changes where your preparation time goes. When the rent lever is capped, the expense side of NOI carries the loan. Every dollar of defensible NOI is worth roughly $10,000 of borrowing capacity at a 1.25 coverage floor, whether it comes from rent or from expense recovery.

What a DC lender-ready package expects

The four buckets from the universal guide all apply. Two carry extra weight in DC:

Operations. Document your actual vacancy and expenses with a written explanation for every anomaly. In softer DC submarkets, an underwriter will apply a conservative vacancy factor unless your record argues otherwise.

Property and compliance. Alongside the condition of your major systems, be ready to show the rent-stabilization status of your units and that your rents sit within the allowable ceiling. A clean compliance picture removes a question the underwriter would otherwise price conservatively.

Start the 18-month clock

The DC timeline is the universal timeline. At 18 months out, run your numbers on allowable rents and a submarket cap rate. At 12 months, fix and document. At 6 months, assemble the package and talk to more than one local lender. At 90 days, execute with options in hand.
